No, it will not remove the tire marks off the driveway. It will temporarily cover the marks but upon the first rain it will wash away and expose the tire marks.
Gray-Out Waterless Oil Cleaner is designed to remove oil stains that have penetrated the concrete and will not come out with standard oil liquid cleaners.
The tire marks are not a stain but plastic/rubber from the tires caught on the surface of the concrete. Some careful pressure washing may remove some of the tire marks. Usually over time the tire marks wear off and slowly disappear.
