Assuming your floor is plain concrete with no paint or coatings on it, we recommend purchasing 1-Quart of SealGreen SCR1600 Coating Remover. If the stain is from the plastic bag laying over the concrete, it should work. The SCR1600 was designed to remove paint, and coatings off concrete.
Once you remove the ink, we recommend to seal your garage floor with SealGreen Garage Floor Concrete Sealer Concentrate with Salt Defense Technology. This will make future cleaning faster and easier to remove stains.
