If the vinegar did not react upon contact with the white stains then you do not have efflorescence. You have a calcium stain. This calcium is quite common when you use some fertilizer on potted plants.
I have encountered this problem using Scott Miracle fertilizer. I suggest calling the manufacture of the fertilizer you are using and ask for the technical department and present your problem. They may have a solution.
