I recommend using SealGreen Efflorescence Remover. You can purchase 1-pint to do some testing to see if its going to work for you. We do not offer any type of warranties because it is difficult to say from a picture if it is efflorescence or calcium build up.
If your pavers are new it is common for paver to sweat efflorescence or calcium. Usually, the staining is because the pavers are transferring the humidity below the pavers or humidity remaining on the paver from manufacturing or engineering.
Once you remove the efflorescence I recommend sealing the pavers with SealGreen Paver sealer to reduce or eliminate the return of the efflorescence
