From the pictures it looks like it is the standard foam strippable expansion joint filler. If this is the case you should be able to remove the top ½ inch by just pulling the top of the filler. It should leave a ½ inch gap to be filled with caulk. If is not the strippable joint filler you need to cut off ½ inch of the top so you can complete the joint with a long-term solution.
Foam Fillers have a short life when exposed to weather and traffic. It is recommended to apply a long-term finish solution to provide the best protection for your driveway.
