Your question does not define what type of tiles and what is season fertilizer. So, we will try to answer the questions by making some assumptions.
1. To clean concrete we recommend using SealGreen Rust Remover
2. To clean tiles (we are assuming that they are either natural stones or concrete engineer tiles) use SealGreen Rust remover.
3. After cleaning you should seal the concrete with SealGreen Concrete Sealer and the tile if they are natural stones with SealGreen Brick and Natural Stone sealer.
